Safeguarding More Children Faster with On-Scene Triage Using AI

For law enforcement professionals working child sexual exploitation cases, artificial intelligence (AI) presents both challenges and solutions. Generative AI can create child sexual abuse images and make non-sexual photos of children sexually explicit. But AI can also quickly find these images on the internet and digital devices, as well as in search warrant returns, leading to finding and safeguarding victims quicker as well as faster, even same day, arrests.

This talk will cover the different ways companies are building AI tools to find first generation CSAM – and how to use those tools on scene to triage devices and find and safeguard victims faster. The talk will focus on CaseScan, an AI solution that finds all generations of CSAM images, including first generation or novel CSAM, fast and can be used on-scene and in the lab.

Debbie Garner retired from a 30-year career with the Georgia Bureau of Investigation as the Special Agent in Charge of GBI’s Child Exploitation and Computer Crimes Unit and was the ICAC Commander for the State of Georgia. She is a Founding Board member of Raven, a non-profit lobbying organization educating lawmakers and fighting for additional funding for the ICAC Task Forces and consulting on legislation that affects child exploitation investigations. She is a contract Instructor for NCMEC and is on the Advisory Boards of Revir Technologies and the Techno Security and Digital Forensics Conference. She is a technology advocate, relationship builder, and business development leader working in the private sector and non-profit arenas. She is building a community of technology savvy law enforcement professionals, educating law enforcement executives about the need to modernize their agencies, and leading a global discussion on collaboration and the use of technology in the fight against child sexual exploitation and other crimes.

Prior, he served as VP&GM for Arkivum where he strengthened the company’s position in key markets, winning the first customers outside the UK while developing lucrative strategic sales partnerships with EBSCO, Google GCP and PhlexGlobal. Prior to that he was Founder and CEO of Mobile Wisdom, a joint venture of Comverse and Siemens in the M2M (Machine-to-Machine) space. Yaron completed the Advanced Management Program at MIT Sloan and earned MBA (honors) from Aalto University in Finland and BSc in Industrial Engineering from the Tel Hai Academic College in Israel. He is fluent in Hebrew, English, and Finnish.
